[Merge M108] Fix crash when appending data to a null parser I haven't figured out exactly the flow that makes this happen, but my best guess is that it's similar to what the comment right above the condition here describes. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
