[omnibox] Suppress migrated Lens page action when AIM action is enabled.

While crrev.com/c/6828508 was able to address the majority of call-sites
related to Lens page action visibility, one of the call-sites we missed
appears to be the migrated Lens page action. As a result, when the page
actions migration flag (incl. params) was enabled, the Lens page action
was still showing up on-focus alongside the AIM page action (which is
NOT what we want for this feature).

This CL addresses this omission by patching the remaining call-site to
ensure that the Lens page action is suppressed in every case when the
AIM page action is enabled (and is eligible to be shown to the user).
