Add MouseEventBuilder for use in pdfium_engine_unittest.cc Use the Builder pattern to construct WebMouseEvents in pdfium_engine_unittest.cc. As new test cases in the future add more complicated WebMouseEvents, having functions with names like CreateLeftClickWebMouseEventAtPositionWithClickCountAndModifiers() is a bit too much. Put MouseEventBuilder in its own file in //pdf/test, so it can be reused in other tests too. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
