LoAF: Add tracing support for third party detected technology enum. This adds an enum to `AnimationFrameScriptTimingInfo` with the script detected by `ThirdPartyScriptDetector`. Unlike the UKM, which records a bitset of all technologies detected across all scripts run during the LoAF, this adds an enum of the specific technology detected during each script, in its `AnimationFrame::Script::Execute` event. This CL also fixes a bug where script URL and function name were not recorded for non-Chrometto traces. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
