extensions: Move serial_apitest.cc to chrome/browser/extensions/api The test has //chrome dependencies and already runs as part of browser_tests. We've decided not to bring up app_shell on desktop Android, and have decided that API tests best run in chrome's browser_tests, so we won't be porting this one to extensions_browsertests. So move it into //chrome to be consistent with other such tests. Pure cleanup, no behavior changes. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
