Add Skia Gold tests for Delegated Ink This change adds tests for the following scenarios: 1. Delegated ink trail for a root surface with a swap chain image 2. Delegated ink trail for a root surface with a DComp Surface image 3. Delegated ink trail appropriately shows up for non integer presentation areas. 4. Delegated ink trail is appropriately removed for frames with no metadata and new points. Note: This test only can run on Win11 with GPU. The trybot used to verify the test is gpu-fyi-try-win11-qualcomm-rel-64. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
