Reland "[remoting host] Implement RemoteWebAuthnExtensionNotifier"

This is a reland of commit 8fecb333d0e2fac06e64922a73eafff7b28d41b6

Fixed broken unit tests that call CreateUniqueTempDir() inside
DCHECK(), which gets stripped off in non-debug builds, by simply
replacing DCHECK()s with EXPECT_TRUE()s.
