[Masonry] ComputeAutomaticRepetitions Compute the correct number of automatic repetitions for masonry in the grid axis, which is essentially the same as that of grid's implementation (CL:2606026), modulo lack for subgrid support. This involved: 1. Tracking `masonry_available_size_`,`masonry_min_available_size_`, and `masonry_max_available_size_` within the masonry layout algo. 2. Compute these values on masonry layout algorithm construction. This involved moving common code with Grid to a new grid_layout_utils file. 3. Move common code for ComputeAutomaticRepetitions from Grid to the new utils file. 4. Call into the new helper for calculating automatic repetitions in masonry. Note that there are a few test failures. These are unrelated to automatic repetition calculations, but rather existing sizing bugs (I believe there are overlaps with some of the other failing tests we've seen in the external/wpt/css/css-grid/masonry/tentative folder). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
