cros_next: Update window restore animation tween type and duration

When feature flag Jellyroll is enabled, there's desks bar slide out
animation when exiting the overview. Update the window restore animation
tween type and duration need to the same values with the desks bar slide
out animation. Otherwise, there's overlap between the desks bar and
window when exiting overview mode.
