Fix memory leak and clean up outdated comments

browsertest runs in CL:5425011 uncovered a memory leak -
DialogEnrollmentDelegate instances are never destroyed. They are
actually not used for anything since at least
https://codereview.chromium.org/24792004, so replace the class with a
non-member function.

While we're here, remove refrences to http://crosbug.com/30422 which got
migrated to https://g-issues.chromium.org/issues/40804489 which has been
marked fixed in 2013.

Note: Tests for this are added in follow-up CL CL:5425011 .

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
