[Win] Resolve MF delayloads during initialization Use __HrLoadAllImportsForDll to force resolution of delayloads from MF.dll and MFPlat.DLL during Media Foundation initialization, and of MFReadWrite.dll when checking for media foundation support for video capture. Also: - Use NoDestructor rather than Singleton for the D3D mutex. - Use base::LoadSystemLibrary to load system libs rather than resolving environment variables. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
