[PWA] Fix IncompatibleAppShim integration test. Unfortunately this test broke while being unintentionally disabled. Fix the test by adding a flag to allow the LaunchFromAppShim call inside the LaunchFromPlatformShortcut call to fail, as in this specific test the initial launch will fail, even though the eventual app launch still succeeds. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
