[iOS][Snackbar]Changing the Owner

Ed Chin is not part of the iOS team anymore and so won’t deal with iOS’ snackbar issue.
Scott Yoder was the last person doing any significant work on snackbar and being part of the iOS team.
Would you accept ownership, Scott?
