[FedCM] Show temporarily unavailable error for unparsable 503 response If an IDP returns an unparsable response in the id assertion endpoint with response code 503, we should show the temporarily unavailable error dialog instead of the generic error dialog to be more descriptive. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
