[composebox] Fix azm param and typed suggest for images.

2 problems:

1) ZPS was showing when you type text with an image present. It should not since we do not support any contextual typed suggestions. However, autocomplete should still be getting queried to make sure we are getting the verbatim match.

2) When in create image mode, if an image is uploaded, it should use
`azm=7` to get canned create image suggestions that are relevant. It should use `azm=4` with no image present, which is also wrong (right now we send `azm=2`. Update the browser side tool mode value when images are added/removed. To solve this, we also have to stop appending lens params in this tool mode or else the contextual client will be used (instead of chrome-compose which gives us canned suggestions).
