[GMNext] Rename baseline neutral colors This CL updates the baseline neutral colors to align with the new GM3 tonal palette names, i.e. 0 to 1000 with 1000 being black to 0 to 100 with 100 being white. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
