arc/gio: Fix the issue of re-showing the edu for alt-tab The |first_launch| is only set to false when the nudge_view is dismissed, which causes the educational dialog showing up again after changing window focus by alt+tab without nudge_view dismissed. This CL fixes the issue by adding another field to check showing nudge_view again or not. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
