Prevent headless from opening a console in children https://chromium-review.googlesource.com/c/chromium/src/+/5373414 added logging related arguments to child processes if logging was enabled, but these confused --headless chrome which opened a console from children. This change moves evaluation of --headless earlier so that consoles are never created in headless mode. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
