[Android] Refactor ElementInState enter and exit Condition creation

- Each ElementInState had to check if destination element ids matched
their own, now centralized in ElementInState.
- getId() has to be implemented by each subclass, now |id| is a
constructor param.
- Delay Condition creation until usage, save some work when states are
not exited.
