Add initial UI for glic offline panel. This enables the outer webui page to close the glic window, and replaces the guest webview with an offline notice whenever the network status is offline. Additional work is ongoing to only show this before the webview is initialized, and to show a loading UI when the network is online until the webview is loaded and initialized. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
