[Extensions] Inline MessagingDelegate::CreateReceiverForTab() MessagingDelegate::CreateReceiverForTab() is declared on MessagingDelegate and then overridden at the //chrome layer by the ChromeMessagingDelegate. However, this method has no dependencies on the //chrome layer, and can instead be defined directly on the MessageService (at the //extensions layer). Do so. This will make it easier to enable messaging on the experimental desktop android build. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
