Reland "Roll ANGLE from d8471b290ccb to f3d5dac3ba44 (1 revision)" This is a reland of a1b408d3f12be94eea0e2a77e5d4a72428b9c2d7 Added commit: Remove ANGLE's static initializers for release builds. ANGLE has removed a dependency on glslang, and no longer needs to increment the static initializer count by 2 is release builds. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
