kiosk: Switch kiosk lacros tests to using a real web page It seems that the switch to AppService made the kiosk lacros tests flaky, likely because the kiosk app used in tests isn't actually reachable. Moving to a real web page seems to resolve the flakiness. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
