[StyleBuilder] Fix HighlightInheritanceSelected performance regression

HasNonUniversalHighlightPseudoStyles and HasNonUaHighlightPseudoStyles
need to be set before CascadeAndApplyMatchedProperties as this
reads the values, applies the matched properties, and restores the
values. This mitigates the performance regression caused by:

 CascadeAndApplyMatchedProperties).
