Built-in AI: reject the promise if the abort signal was aborted This CL fixes the abort signal handling for the APIs that return a promise. Previously it always throw an `AbortError` exception, but we should reject the promise with the error from the abort signal according to the spec. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
