mojo-webui: Move JsInterfaceBinder tests into //content/test/ In preparation of the generated JsInterfaceBinders being associated to WebUIControllers, moves JsInterfaceBinder tests. Also adds a web_ui subfolder under //content/test/ to make the test mojom targets more self contained, since we expect a couple of more targets to unit test the generated JsInterfaceBinders. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
