Quota: Fix eviction task flakes This change disables eviction for tests that use MockQuotaManagerProxy. Although not a direct fix for the memory leak error[1] found in tests that use MockQuotaManagerProxy, it should remove its flakiness behavior for tests that are unrelated to the behavior of Quota eviction logic. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
