Promote Background Fetch to be an experimental feature
The Background Fetch API surface has been implemented and the backend
supports starting and processing fetches in the background. It's time to
enable people to start playing with the feature.
There's still many TODOs, feeding back complete information to the
Service Worker events and displaying a notification, which can happen in
parallel.
