Headless: remove unused configuration options This removes most unused configuration options in HeadlessBrowser::Options and HeadlessBrowserContext::Options along with associated builders. Some context options are kept for the sake of test coverage, because tests override these options whereas production code overrides Browser options. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
