[UPM][Android] Add flag overriding the UPM error handling for testing

This CL overrides the default behaviour of the password manager GMS Core
backend with the values that are expected to be rolled out to all users
in the long term.

This includes:
- Adding resolvable and unresolvable errors to ignored errors list. With
  active `google-mobile-services-passwords-error-messages` this will
  result in not evicting users on authentication errors.

- Enabling fallback to the local backend on errors for user-affecting
  read operations.
