AW NS: remove CTS tests from filter

No change to logic, this only updates the CTS filter.

This CL removes the following tests:

 * *All* tests that fail normally (without the Network Service). This
   list is already implied by the --skip-expected-failures flag, so this
   list is redundant on our bot.
 * This removes testOnReceivedError, which seems to pass locally (tested
   on N & O).

This also adds comments pointing to individual bugs for the three
remaining CTS tests.
