Revert "Add metrics for cross-origin WindowProxy access"

This reverts commit 6cf9506da601ad71fba5cf662870af7f3771d46b.

Reason for revert: ChromeWebPlatformSecurityMetricsBrowserTest.WindowProxyAccessLocationSetCrossOrigin seems to be flaky. It has failed 4 out of 5 runs on the win7 32 bot (times out). There is basicly no output:

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
