Initialize camelCase splitting regexes statically. https://chromium-review.googlesource.com/c/chromium/src/+/6275290 improved the regexes for splitting strings on camel-case, but it also made them heavier. This CL changes the code, so they are initialized statically, and thus parsed once and not on every string tokenization. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
