[rr]: Add back linux rr fyi builder using orchestrator recipe. Create the rr test orchestrator builder to select flaky tests and to trigger rr test launcher recipe based on builder in order to compile and run tests. TODO: Update rr test launcher recipe file location and input proto. Trigger rr test launcher recipe with input. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
