[media_preview] Fix count histograms Count histograms are exponential by default, but that's not how we want these histograms to be bucketed. This CL changes them to use linear histograms with uniformly sized buckets. It also switches to exact linear for FPS histograms because using buckets would lose too much information. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
