Reland "[blink] Generate SyncToken in advance in RasterRecord()" This is a reland of commit 329f4d03ecacea56d2b09d04980e2c041c761bc3 The reverted commit did not contain issues by itself, but rather exposed an existing issue where the sample coverage values may not be properly set on Adreno drivers. The underlying issue was addressed by https://crrev.com/c/6447878. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
