ozone/x11: add kGLImplementationEGLANGLE to GetAllowedGLImplementations.

After https://crbug.com/1084458 and https://crrev.com/c/2366755,
Angle started to understand how to work with Ozone and what
platform type it shall use. This CL just adds some missing bits
so that Ozone/X11 can use Angle the same way as non-Ozone/X11 does.

reports ANGLE as GL_RENDERER, and that ANGLE is also reported in
the same places as it is done for non-Ozone/X11. Also tried to
provide different use-gl options to verify Angle can be enabled and
disabled.

TEST: check that the "Driver Information" section in about://gpu

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
