arc: Log policy when it changes in arc_policy_bridge Logging ArcPolicy whenever it is retrieved by ARC DPC and it has changed its value from before. The verbosity level is 1 and is not logged by default. Tast test has been updated in crrev.com/c/4189427 to adjust the verbosity for debugging purposes. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
