[web-tests] Remove `expectations` arg from `TestResultSink.sink()` (1/n)
Callers pass the same object of all `TestExpectations` every time [0],
so just construct `TestResultSink` with a reference to it.
This is a no-op refactor before unifying `run_{web,wpt}_tests.py` test
result reporting.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
