redaction_tool: Add more SSID pattern matches for ARC++
Redaction changes:
- Replace the SSID within single or double quotes, and leave the quotes
as-is. Also preserve any non-SSID text after the quotes
- If there are no quotes, redact the next {1,32} characters since
the standard says the SSID can be up to 32 octets
- Add a special pattern for WifiNetworkSpecifier
--gtest_filter='RedactionToolTest.RedactCustomPatterns'

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
