Settings Split: Sync internal touchpad settings separate from external Internal touchpad settings move to be fully synced and separate from the touchpad settings stored in the dictionary. This allows us to potentially sync all touchpad settings in the future and to incremently sync just internal touchpad settings for now. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
