FaceGaze: Add macro to toggle FaceGaze

This change adds a macro that pauses/resumes FaceGaze mouse
movement and gesture detection. When toggling, the MouseController
can simply be stopped/started based on the new paused state. However,
GestureHandler still needs to run because if FaceGaze is paused, it
needs to detect the gesture to resume FaceGaze.

Another detail included in this change is finishing in-progress macros
when FaceGaze is paused. We run them to ensure that the system is
in a clear state. For example, if a long left click is in-progress and
FaceGaze is paused, we will send the mouse release event before
pausing FaceGaze. This helps keep the EventGenerator (which stores if
we're in the middle of a click or not) and other parts of the system
in a good state.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
