Revert "ios: Use slower `fast animations` on iOS18" This reverts commit d9e7698f94ace94327a648f7d6032c319b04f81b. Reason for revert: This doesn't seem to have reduced flake. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
