Reland "Add initial hook for Data Controls paste" This is a reland of commit 529b2fd7622679842537c63031cf135e503a7fdb The issue is reproducible locally, and is fixed by having the dialog closure in browser tests performed asynchronously (see the patchset#2 delta). To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
