[Settings containment] Add Material Slider for Page Zoom
This patch completes the transition to a Material Design Slider for the
page zoom setting in Accessibility.
Key changes:
- Introduced PageZoomSliderPreference to implement the new
com.google.android.material.slider.Slider.
- Updated AccessibilitySettings to conditionally use either the new
PageZoomSliderPreference or the legacy PageZoomSeekbarPreference.
- Modified XML layouts to include both the Slider and legacy SeekBar,
with visibility controlled programmatically.
- To ensure comprehensive test coverage and prevent regressions, the relevant
instrumentation tests (AccessibilitySettingsPageZoomTest and
PageZoomViewTest) have been refactored into parameterized tests.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
