Move `ClipboardHostImpl::IsPasteAllowedRequest` logic out of content/ This CL refactors `ClipboardHostImpl` to have a simpler interface with enterprise code so that enterprise-specific logic like paste requests having cached verdicts can be done outside of content/ and in more relevant enterprise code files instead. This CL should be a no-op as the caching logic for `PasteAllowedRequest` isn't changed, but several tests have been removed/added/modified to accommodate the refactor. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
