Copy cellular properties should not be guarded by ESim Policy flag

This CL avoids checking ESim Policy feature flag before copying the
required cellular propertis: iccid and eic. It should apply regardless
the ESim Policy flag is applied or not. Otherwise, the profiles's EID
will be missing after reboot, because the feature flag applies after
user login to chrome, but the policy applicator runs before that and
adding the feature check will skip copying the required cellular
properties and make the EID value lost.
