DanglingPtr: mark unretained dangling ptr in VideoCaptureDeviceFactoryWin

We detected those callbacks are invoked using dangling pointers.
This is something we would like to detect and potentially ban.

In the meantime, we need to annotate them using:
base::UnsafeDanglingUntriaged

Outside of the experiment, it is a no-op.
Within the experiment, it skips DumpWithoutCrashing.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
