[Resource file sharing] Share resources.pak under the flag

This CL lets Lacros share resources.pak with Ash.
The feature is enabled if switches::kEnableResourcesFileSharing is
passed from ash. Note that this flag is only given when the feature flag
kLacrosResourcesFileSharing is enabled.

This CL also removes the empty file which is generated by
MaybeGenerateFallbackAndMApping() when some error occurs during a file
generation.
This feature was initially implemented to distinguish the cases between
1. file is still under construction, 2. failed to generate a file, by
checking the existence of the empty file.
However, generation steps are done synchronously, so we do not need to
check it.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
