[Reland] "[grit] Optionally output Android xml strings as a single zip file." This enables us to simplify some GN logic and have fewer expected outputs. We should be able to remove the java_strings_grd_prebuilt rule altogether, since the only thing is does is zip Android xml files that were generated by different rules. java_strings_grd can also be simpler by removing its zipping logic. Original CL (https://chromium-review.googlesource.com/c/chromium/src/+/6509131) was reverted because it was missing a line in tools/gritsettings/translation_expectations.pyl. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
